Between 2003 and the present, three US Air Force Air Logistics Centers (ALCs) initiated lean enterprise transformation efforts. Combine that with the growth in dependency discussed earlier in this chapter, and it is easy to conclude that software will be a major and growing cost driver for sustainment of future systems, which must be recognized in planning. Unlike the Army, the Navy has significant commonality with Air Force systems and resourcing. At another ALC, the DLA was “kitting away,” but it wasn’t clear who was building the kits. For example, advanced automobiles use upwards of 30 million lines of code, and there exist projections of a 100 million lines-of-code car.41,42 Indeed, software is the major scheduler and cost driver for the development and maintenance of most systems. Typically, software development and sustainment have nearly identical processes.40. Each ALC visit consisted of a combination of briefings, facility tours, and in-depth discussions with the participants.
